The incumbent serves as a Senior Human Resources (HR) Specialist providing advice, assistance, consultation and information on all OPM and DOL policies and procedures for merit staffing and recruitment, delegated examining (DE), workforce management and analysis, position management, position classification, performance management, awards and HR processing.

Resolves difficult and complex position classification issues involving a variety of professional, administrative, technical and clerical positions. Responsible for maintaining and ensuring position classification accuracy and consistency in interpreting and applying position classification standards, and for identifying major program implications when reviewing and issuing classification determinations.
Analyzes draft position classification standards and guides and assess impact on positions and organizational structures. Prepares internal operating procedures and/or policies for position classification and management.
Provides technical assistance to managers and supervisors regarding proposed organizational restructuring; determines and recommends the most appropriate course of action to meet organizational needs. Ensures organizational structures are efficient, cost effective and support organizational goals and objectives.
Provides authoritative technical advice to the Director and Chief, Staffing and Classification on a broad range of activities related to position management, classification, merit promotion and delegated examining and workforce development.
Serves as a senior technical advisor and consultant to hiring managers on best practices in staffing, position classification, advising managers on various recruitment and hiring flexibilities, and provides training and guidance to junior-level HR Specialists.
Conducts reviews of staffing activities and initiatives to ensure compliance with Federal regulations and DOL policies. Plans and carries out projects and studies to identify and resolve complex problems related to recruitment and placement for supported organizations.
Leads special projects that may require extensive investigation and research of personnel records and prepares a report of findings.
QUALIFICATIONS AND EVALUATIONS
Qualifications Required:
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level,GS-13, in the Federal Service. Specialized experience is experience researching, interpreting and providing authoritative advice and guidance on position classification/management and recruitment and placement; conducting reviews of recruitment and classification activities to ensure compliance and leading special projects.
Education or the substitution of education for experience is not qualifying for the GS-14 level.
