The Office of the Commissioner of Insurance (OCI) was created by the legislature in 1870. The original intent of OCI has not changed drastically over the past 125 years. In 1870, OCI was vested with broad powers to ensure that the insurance industry responsibly and adequately met the insurance needs of Wisconsin citizens. With the adoption of the City Charter in 1949, the council-manager form of government under which the City of Killeen currently operates was established.
