About the Person

Susan Bilhorn is the Vice President of Global Talent Management at Jacobs with responsibility for strategies, tools and resources within Jacobs, focused on attracting, developing and retaining talent within Jacobs worldwide.   Prior to this role, Susan served as Senior Vice President of Global HR while she led the search for the successor.  In her 9 years with Jacobs she has also served as Vice President Critical Jobs Program where she represented the Executive Management team in identifying and recruiting critical talent to address senior leadership and strategic growth objectives; Vice President of Operations for Jacobs Technology, one of the largest business units within Jacobs; and as Vice President of Health, Safety, and Environment with global responsibility for advancing Jacobs’ Health, Safety, and Environment program and resources.    Susan has over 30 years of experience in program management and business development with engineering, construction, and maintenance and operations services.  Prior to Jacobs, Susan spent 12 years with Fluor, beginning as a task manager working on the U.S. Department of Energy’s program to reconfigure the nuclear weapons complex and ending in the Business Development defining Flour’s strategy for the evolving homeland security market.   Her work with Flour included participation in a $3B construction project building a copper and gold mine in Indonesia, defining partnering strategies in South America, and sales and mining and telecommunications industries.   Prior to joining Flour, Susan spent nine years with the U.S. Nuclear Regulatory Commission working in a nuclear waste for nuclear waste management, with the final three years as a Commissioner’s Technical Assistant with lead responsibility for nuclear waste management policy.   She started her career working for Camp Dresser and McKee performing environmental base line studies.   Susan received her MS from Colorado School of Mines (1983) and her BS from the University of California at Davis in 1981.
