Office of Personnel Management`s history begins with the Civil Service Act, signed in 1883, ending the spoils system and establishing the Civil Service Commission. The Commission, led by the energetic Teddy Roosevelt, laid the foundations of an impartial, professional civil service based on the merit principle – that employees should be judged only on how well they can do the job. In 1978, the Civil Service Commission was reorganized into three new organizations: the Office of Personnel Management, the Merit Systems Protection Board, and the Federal Labor Relations Authority. Each of these new organizations took over a portion of the Civil Service Commission’s responsibilities, with OPM responsible for personnel management of the civil service of the Government.

This team provides Server and Tier 1, 2, and 3 Help Desk support for the Idaho Consolidated Services (ICS) Messaging system and Active Directory (44 customer agencies), the Department of Administration, and 35+ small agencies and commissions. This team provides 24x7x365 on-call systems support for ICS equipment as well as Monday through Friday 7:30 to 5:00 help desk support and other server support. Consolidated Contract Management: we strive to consolidate multiple agency IT product/service requirements into enterprise-wide procurements and/or contracts. When multiple agency contracts exist with a single vendor, we consolidate those contracts into fewer contracts (perhaps one contract) with that vendor. In addition, we ensure that contractors meet their service obligations in terms of price, delivery, and quality. Fiscal Analysis & Planning: we provide budget forecasting, planning, and oversight for our internal operations as well as for existing and new statewide consolidation activities.
