In 2015, Joe Cecala, Founder and CEO of Dream Exchange, began to research the capital marketplace and found that the small IPO market had been in decline since the late 1990s. The development of high-frequency electronic trading made small IPOs less profitable for large investment banks and stock exchanges and the result was a steep decline in the number of IPOs in the $50 million and under range. Cecala understood that this problem affected people from every sector of our society because, 92% of all jobs created within a company are created after the company goes public. Cecalas solution was to create legislation to alter the market structure and to invent a new type of stock exchange designed for small-to-medium-sized businesses. In late 2019, Cecala partnered with Dwain Kyles, Managing Member of DX Capital Partners to allow for Dream Exchanges scope to expand and not only help small businesses, but also to address the lack of Minority representation in finance by becoming the first Minority-owned exchange.
