Rebecca Ann Rhynhart is the Director of procurement, information technology, and human resources at City of Philadelphia. Prior to that, she served as Budget Director and as City Treasurer at City of Philadelphia. Previously, she has also served at Bear Stearns, Fitch Ratings and Harcourt Brace.
