Charles County is a Code Home Rule County governed by a five-member Board of County Commissioners. About the Person

Paul M. Rensted is the Director of Human Resources at Charles County Government - Maryland, effective Aug. 31, 2015.   Rensted has extensive experience in all aspects of human resources management and conflict resolution. Currently he serves as the director of Human Resources for the City of Annapolis, where he maintains strong working relationships with union leaders, employees, management, and elected officials. From 2004 to 2010, he served as a recruitment/employee relations administrator for the City of Annapolis. In this role, he directed and supervised human resources programs and staff for a municipal government of 540 full-time and 240-part-time employees. He reviewed and approved all disciplinary actions and terminations to ensure fairness and equity in programs citywide.   During his tenure with the City of Annapolis, Rensted initiated and implemented an Alternative Dispute Resolution program, dramatically reducing or eliminating grievances, legal actions, and disputes. His professional achievements underscore his ability to create and implement solutions to complex challenges, such as negotiating union agreements to resolve previously unfunded retiree health care and an underfunded pension plan.   In addition to his government experience, Rensted worked more than a decade in the nonprofit sector. From 2001 to 2004, he served as personnel/office administrator with Arundel Community Development Services, Inc., a nonprofit corporation dedicated to providing affordable housing services in Anne Arundel County, Maryland. His work history includes serving as acting executive director for Common Cause Maryland and deputy secretary to the Common Cause National Governing Board.   As the director of Human Resources, Rensted will be responsible for making recommendations to staff, departments, department heads, and Commissioners about human resources policies and procedures. His job duties include implementing and directing programs such as recruitment and retention, position classification, performance management, self-insured and retiree health insurance, pension plans, and the grievance policy.    Rensted is a certified professional with the International Personnel Management Association for Human Resources. His numerous other professional affiliations include: U.S. Commission on Civil Rights State Advisory Committee; County Conflict Resolution Center Board of Directors; Baltimore Community Center Board of Directors; Public Interest Organization Governing Board; and Advocates for Herring Bay.   Rensted received his undergraduate degree in international relations and East Asian studies from Augsburg College in Minneapolis, Minnesota, and a Master of Arts degree in political science from the University of British Columbia in Canada.
