The Highlands Council is a 15-member appointed body tasked with implementation of the New Jersey Highlands Water Protection and Planning Act of 2004. In October 2002, all of the Community Development Districts entered into an Interlocal Agreement that created the Inter-District Authority to operate and maintain Town Hall.
