About the Company
Shelter is a basic human need – essential for accomplishing almost everything we need and want to do. From getting a job and raising a family to cooking dinner and celebrating a birthday. Yet for many rural Nevadans safe, affordable shelter is out of reach. In 1973, the Nevada Rural Housing Authority (NRHA) was created to address this need. NRHA was originally created as a state agency in 1973 and operated under the Department of Business and Industry as a Public Housing Authority. In 1995, NRHA was separated from State government by new legislation and became a quasi-governmental unit with its own five-member governing board appointed by the Nevada League of Cities and Nevada Association of Counties. In 2005, legislation AB372 clarified our jurisdiction and programs and established that our organization is not subject to the state budgetary process enabling us to be more diverse and innovative in our services. Working with a consortium of public, private, and social partners, NRHA provides affordable housing and economic development solutions for rural Nevada. We believe when more Nevadans are able to purchase a home of their own or can find affordable rental units, we all benefit through stronger more stable and economically vital communities. In 2006, NRHA launched the Home At Last™ home financing program to expand homeownership opportunities in the rural parts of the state. In 2009 NRHA launched our real estate division and become more active in helping rural cities and counties address a broader scope of economic development challenges.
About the Person
As the Director of Human Resources and Administration, Norma is directly responsible for smooth sailing at NRHA. More specifically, she works on the overall development of the agency by streamlining administrative processes, bolstering efficiency and effectiveness between departments, and continually improving NRHA`s human resources. Her 22 years of state and local government HR management experience have proven to be a huge asset for NRHA and ultimately, our customers. Norma first discovered that she was a people person somewhere between her pizza joint job as a teen and her career-catapulting human resources position at the State of Nevada Department of Personnel. She earned her bachelor`s in business management (human resource management) and her master`s degree in business administration. Over the years, she interacted with all kinds of people, dealt with every kind of work-related situation imaginable, and honed her problem solving skills—and loved it. As she advanced through her career and up the ladder of corporate success, Norma determined she wanted a more sustainable work-life balance. She sought a work family and environment that embraced this ideal and she found it at NRHA. “Feeling at home” is clearly a concept that Norma values. She found her ideal work home at NRHA and she is now in the business of helping others get into homes of their own. In her spare time, she serves as a Court Appointed Special Advocate (CASA) to make sure children are in good homes. Originally from Durango, Mexico, Norma has lived in the Douglas/Carson area for over 30 years. She is married to her high school sweetheart Juan, with whom she has two boys, Cristian and Diego. Hiking, camping, paddle boarding and spending time with family and friends are among her favorite pastimes.
