Mark McCoy is the Assistant Superintendent of Human Resources at Dublin Unified School District.   McCoy, who has a 19-year career in public education, has been a longtime fixture in Pleasanton. A 30-year Tri-Valley resident, he taught science for 10 years at Pleasanton Middle School before he was promoted in 2007 to vice principal at Foothill High School.   As director of human resources here for the last five years, he has supervised public debate on proposed calendar changes, overseen discussions with parents and teachers regarding new principal search processes and managed collective bargaining.   He has a bachelor`s degree from San Jose State and a master`s degree in education from Cal State East Bay.
