Mark Francolini, a 25-year employee, is the Chief Human Resources Officer at New Hanover County. Prior to that, he served as Human Resources Director at New Hanover County from March 2014 - July 2015. As Director, he was responsible for recruitment, county policies and procedures, classification and compensation, benefits, performance management, employee relations, and training and development. The county`s HR manager since 2010, Francolini began his career with the county in 1989 in the social services department. He served as a human resources analyst from 1998 to 2010, when he was promoted to HR manager. Francolini holds a bachelor`s degree in business management and organizational development from Mount Olive College.
