The mission of Hillsborough County government is to provide effective quality service at a reasonable cost with courtesy, integrity and accountability in a manner that protects and enhances the quality of life of our diverse population.
Margaret "Peggy" Rowe is the Director of Human Resources at Hillsborough County. In this role, Rowe is responsible for developing the HR strategy and programs for Hillsborough County, including the design and implementation of organizational development programs, orientation, training programs, policy and procedures, benefit plans, and other employee and organizational initiatives. As Human Resources director, Rowe will oversee a $5.6 million budget and a staff of 64 full-time employees. Rowe will also lead the transition of services previously provided by the Civil Service Board, which includes support of more than 5,000 County employees. Rowe has more than 20 years of professional human resources experience. She comes to Hillsborough County from Pinellas County Government in Clearwater, where she served 17 years, including eight years as director of Human Resources. Rowe focused on strategic HR development, talent acquisition, program and benefits enhancement, and internal communications. Rowe earned her master`s degree in human resource development from Georgia State University, and she received a bachelor`s degree from the University of Georgia. Rowe also is a Certified Human Resources Professional (IPMA-CP).
