About the Person

Kathryn Shen, also known as Kathy, served as Chief People Officer at City of Palo Alto.   She led a team of 15 HR staff who provide a full-service HR practice, including employee and labor relations, union bargaining, health and retirement benefits, workers compensation, safety and compensation administration, recruiting, employment and employee development. Shen was hired in 2012.   Previously, she has also served at Kaiser Permanente, ITT Fluid Technology, Goodrich, Alcoa, LTV Steel.
