Joe O'Brien most recently served as Vice President, Human Resources and Facilities for Tollgrade Communications, Inc. Mr. O'Brien holds a Bachelor of Arts degree in Philosophy from Gannon University, Erie, PA and has SPHR and GPHR certifications through the HR Certification Institute.
