Jan Winters is the State Personnel Director at Office of the State Personnel Director at Michigan Civil Service Commission, effective April 26, 2015. Republican Gov. Rick Snyder in 2011 appointed Winters state employer, the position overseeing contract negotiations with state-worker unions. She held the same role under Republican Gov. John Engler and was deputy director of the Civil Service Commission under Democratic Gov. Jennifer Granholm. As personnel director, she`ll oversee all human resources services for the roughly 47,000 state employees, 14,000 of whom work in Greater Lansing.
