About the Person
Elaine Howard is the Chief Human Resources Officer at Hays CISD, effective January 2015. Howard is currently serving as the Executive Director of Human Resources in the Judson Independent School district near San Antonio. Howard was named Interim Executive Director of Human Resources in Judson in 2010 and served in that capacity for a year before being named into the permanent position. In that role, she implemented operational and procedural systems to improve the department and ensure compliance with state and local laws. She also has experience in Judson ISD serving as the professional development coordinator, a content coach, and a teacher. Prior to working in public education, she was the coordinator of training and development for New Braunfels Public Utilities. Howard holds a Master in Education Administration degree from Lamar University and a Bachelor of Science in Biology degree from Stephen F. Austin University. She is currently pursuing a Ph.D. in Educational Leadership with an expected graduation in 2016. She is a member of several professional organizations. In 2012, Judson ISD named Howard the Administrator of the Year and she was the district`s Teacher of the Year in 2009.
