With the adoption of the City Charter in 1949, the council-manager form of government under which the City of Killeen currently operates was established. The mayor is the City`s chief elected officer, but has no administrative power. The mayor presides over the City`s seven member City Council, which sets all policy. The operations of the City are overseen by a city manager appointed by the council. The citizens elect a mayor and three council members at large. The other four council members represent specific districts of the City and are elected by voters living in their districts. Terms for the mayor and all council members are two years, with a three-consecutive-term limitation for each office. The City holds nonpartisan elections each May. The mayor and the at-large council members are elected in even-numbered years, and the four district council members are elected in odd-numbered years. The Maryland Office of People`s Counsel (OPC), created in 1924, is the oldest utility consumer advocacy office of its kind in the United States. The People`s Counsel is appointed by the Attorney General, with the advice and consent of the Senate, and acts independently of the Maryland Public Service Commission (PSC) and the Office of Attorney General. OPC is a State of Maryland agency, yet works independently to represent Maryland`s residential consumers of electric, natural gas, telecommunications, private water and certain transportation matters before the PSC, federal regulatory agencies and the courts. Every day OPC`s staff members address issues affecting the cost, quality of service and adequate supply of these utility services. As such OPC`s advocacy touches the lives of every resident of Maryland. OPC functions primarily as a law office, employing a staff of 19, and retains expert consultants to provide technical assistance and expert testimony. These consultants are highly qualified accounting, engineering and economic experts who provide technical assistance, prepare reports and appear as expert witnesses before the PSC and federal agencies. These experts are absolutely critical to OPC`s ability to represent consumers. Because it is a state agency, funding for OPC is included in the state budget proposed by the Governor and approved by the General Assembly. However, the State`s General Fund is fully reimbursed for OPC`s expenses from revenue collected in the Public Utility Regulation Fund. These revenues are collected from all regulated utility companies and licensed energy suppliers.

Gaithersburg began as a small settlement at the juncture between two trails, now Frederick Avenue and Diamond Avenue. The arrival of the Baltimore and Ohio Railroad in 1873 sparked a business and agricultural expansion that made the Gaither settlement the commercial center for upper Montgomery County, and it was incorporated as the town of Gaithersburg in 1878. A second major expansion occurred in the 1960`s, when the Atomic Energy Commission headquarters (now the Department of Energy) and the National Institute for Standards and Technology relocated to the vicinity, spurring residential and commercial growth that continues to this day. With a population of nearly 70,000, Gaithersburg is now one of the largest cities in Maryland. It is a major international location for high technology companies, and boasts award-winning schools, neighborhoods and commercial developments. Its respect for its heritage, demonstrated by the revitalization efforts in the Olde Towne residential and commercial district, coupled with thoughtful planning for new communities and a commitment to cultural and recreational activities, has earned the City national acclaim.
