Sebastian County, located in the West Central part of Arkansas, was established by a legislative act on January 6, 1851. It was created from territory which previously comprised Crawford, Scott, and Polk Counties and was named after William K. Sebastian, a U.S. Senator, and judge of the first circuit court for several years after the state was admitted to the Union.
Franklin County was separated from St. Louis County and established in 1818, and is named after founding father, Benjamin Franklin. The county seat was originally in the village of Newport, but was permanently moved to the City of Union in 1825. Nestled in the east central portion of Missouri, Franklin County provides a unique environment for the style of living that anyone would desire. Franklin County is a suburban county of the St. Louis metropolitan area that provides both rural and urban living opportunities for approximately 100,000 residents. Among the 922 square mile area of Franklin County one can still find cattle and row crop farms on the outskirts of its communities. Franklin County also welcomes many visitors during the mild weather months for a variety of attractions. The Robertsville State Park and Meramec State Park, among many private recreational businesses, provide opportunities to camp, fish, and float along the scenic Meramec River. Communities in Franklin County also offer a great deal of tourist possibilities for events such as fairs, festivals, and entertainment.

The Department`s primary mission is to support sister agencies as well as current and former state employees with workforce and business-related functions so that agencies can focus on their core missions as defined in law. The Department of Management Services was created in 1993 after the Departments of Administration and General Services merged. This new agency was formed to improve services and reduce administrative overhead. The Office of the Commissioner of Insurance (OCI) was created by the legislature in 1870. The original intent of OCI has not changed drastically over the past 125 years. In 1870, OCI was vested with broad powers to ensure that the insurance industry responsibly and adequately met the insurance needs of Wisconsin citizens. Today, OCI`s mission is to lead the way in informing and protecting the public and responding to its insurance needs. OCI performs a variety of tasks to protect insurance consumers and ensure a competitive insurance environment. OCI`s major functions include: • Reviewing insurance policies that are sold in Wisconsin to make sure they meet the requirements set forth in Wisconsin law; • Conducting examinations of domestic and foreign insurers to ensure compliance with Wisconsin laws and rules; • Monitoring the financial solvency of licensed companies to make sure that consumers have the insurance coverage they expect when they need it; • Issuing licenses to the various parties involved in selling and marketing insurance products; • Assisting insurance consumers with their insurance problems; • Researching special insurance issues to understand and assess their impact on Wisconsin; • Providing technical assistance on legislation and promulgating administrative rules to interpret insurance laws; • Creating and distributing public information and consumer education pieces to educate people about insurance; and • Operating a state life insurance fund, a property fund for the property owned by local units of government, and a patients compensation fund insuring health care providers for medical malpractice.
