Soura has a long career in governmental affairs with previous stints as deputy director for the Governor`s Office of Management and Productivity, Chief of Performance Measures, and senior adviser of Recovery Implementation. He served from 2008 to 2011 as the Commonwealth of Pennsylvania`s Secretary of Administration. Soura holds a bachelor`s degree in international politics and a master`s degree in public administration from the Pennsylvania State University, as well as a master`s degree in political science from the University of Illinois at Urbana-Champaign.
