About the Person

Cheryl D. Orr is the Vice President of Human Capital at Dallas Area Rapid Transit.   Her duties at DART include directing, developing and overseeing programs and activities in employee recruitment and retention, employee benefits, organizational development, compensation and wellness.   Cheryl Orr joined DART in December 2015. She came to the agency from the City of Dallas where she was the Ethics and Diversity Officer. While with the city, she is credited with developing a citywide Diversity Roundtable, establishing a robust ethics education program and having oversight of employee advisory councils which identified organizational issues and proposed solutions. She worked on updating ordinances to be trans inclusive and to provide equal benefits for LGBT city employees. She helped establish CAPE, the city`s new LGBT employee group.   Orr holds a Bachelor of Arts degree in psychology and a Masters in Social Work from Rutgers University in New Jersey. She also holds a certificate in Organizational Development from Georgetown University in Washington, DC.
